Good civil contractors never bid ground segment work, because the tender never says "space" and nobody told them the slab under a 13-metre antenna was theirs to pour.
Ground stations, teleports and antenna facilities are procured as facility works and communications infrastructure, CASG-managed or let by a prime, on template formats that punish anything commercial-shaped. The contractors who win aren't better on site, they're the ones whose response maps to the clause structure and whose methodology takes the security constraints seriously.
The opportunity
Two doors into the ground segment
Australia's satellite communications and ground infrastructure work reaches contractors through two doors. Direct Commonwealth tenders on AusTender, CASG-managed for Defence sites and issued on ASDEFCON template formats, or agency-run for civil ground stations such as the Alice Springs facility Geoscience Australia is scoping to relocate. And subcontract packages let by the primes on Defence programs, who run their own supply chains and carry Australian Industry Capability obligations they must evidence with named Australian firms.
Neither door works like commercial construction. The RFT scores how you'll build inside a secure establishment, staged access, escorting, a vetted workforce, live operations continuing around your site, and it does so on a clause structure that expects your response in its shape, not yours. DISP obligations sit underneath most of it. A contractor with an excellent commercial track record and no answer to any of that is not a contender, they're a compliance risk the evaluation is designed to screen out.

Antenna foundation & structural response
Foundation design response for dish structures where pointing accuracy is a contract requirement, differential settlement tolerances, and the survey and monitoring regime that evidences them. This is the section where a general civil methodology stops being credible.

Live service continuity & cutover
The site is already carrying traffic. Staged outages, cutover windows agreed with the operator, fallback positions, and what happens when a window is missed. Evaluators score this harder than the build itself.

RF environment & exclusion zone management
Working alongside live transmitters, RF safety, crane and plant restrictions near an operating antenna, and the exclusion zones that reshape your program. Ignore it in the methodology and it surfaces during evaluation.

Power, earthing & lightning protection
Redundant supply, UPS and generator arrangements, earthing systems and lightning protection for a high-value remote asset, with test and witness points written into the program rather than left for commissioning.

Remote site logistics & workforce
Exmouth, Alice Springs, Woomera. Supply lines measured in days, accommodation and rotation planning, plant availability, and a program that survives a wet season. Costed properly, not assumed.

Commissioning & integrator interface
Your handover is not practical completion, it is a working interface with the systems integrator who owns the payload. Defined in the bid, or argued about during commissioning.
