Almost none of the energy transition work is generation. It is access tracks, foundations, hardstand, substation civil and cable trenching, let by transmission operators and EPC contractors long before an open tender appears.

Hospitals, aged care homes, schools and campuses buy through prequalification lists and department panels where compliance is the perimeter of the tender, not a section inside it.

The Housing Australia Future Fund is open and non-competitive, and the constraint is delivery capability. Providers buy certainty, and most contractors still write a lowest-price tender.

Australia's largest single procurement agency, with $330B+ committed over the decade. DISP, ASDEFCON, AIC, we write to Defence's actual frameworks, and we can tell you in one call whether you're eligible to bid at all.

Space

Australian space programs buy earthworks, antenna foundations, secure facilities and comms rooms, tendered as facility works on ASDEFCON templates with DISP underneath. The contractors winning it are not space companies.

Facility Management

Government FM panels renew every 3–5 years and social procurement can reach 20% of the score. Most rebids submit last cycle's response, and lose. We rebuild from the new evaluation framework down.


Why sector depth matters

The template is the tell

Evaluators read hundreds of submissions. They can spot a recycled commercial template inside a page, the methodology that never mentions the site, the social procurement section with no numbers, the "technical response" that ignores the ASDEFCON clause structure it was told to follow.

Sector fluency isn't marketing polish. It's knowing that a Victorian council scores Local Jobs First, that an FM panel rebid is marked against criteria that changed since the last cycle, and that a Defence bid without DISP registration is disqualified before evaluation starts. That knowledge is the difference between a submission that reads well and one that scores well.
