Facility Management · Government & Public Sector

The panel renews every 3–5 years. Resubmit last cycle's response and you've told the evaluators exactly how much the contract means to you.

Federal, state and local government building portfolios are bought through panel arrangements that often cover 50–200 sites, and every renewal cycle, incumbents lose them to challengers who took the scored criteria seriously. Social procurement alone can carry up to 20% of the evaluation in government FM, and most bidders still treat it as a checkbox.

The opportunity

How government buys FM, and why renewals are where contracts change hands

Government FM work rarely arrives as a one-off contract. It flows through panel arrangements, whole-of-government property panels, departmental maintenance panels, council facilities panels, that bundle office accommodation, depots, community facilities and operational sites into portfolios often spanning 50–200 sites. Some are single-service (cleaning, security, grounds), and the trend is towards integrated FM, where one head contract covers hard and soft services and the evaluators want proof you can actually coordinate both.

The rhythm matters more than the individual tender. Panels renew every 3–5 years, which means the market genuinely reopens on a schedule, and the renewal is precisely when incumbency is worth the least. The agency has years of your performance data, a probity obligation to run a real contest, and a stack of challenger bids written by people who read the evaluation criteria as instructions rather than suggestions. Miss the renewal window and you're not waiting a quarter for the next chance; you're waiting out the cycle.

What we deliver

An outsourced precontracts team for government FM

01

Bid management, end to end

Deadline control, question allocation, compliance matrix, submission logistics. Panel renewals run on government timelines, we make sure your response never runs on hope.

02

Social procurement written to score

Local Jobs First plans and Aboriginal Procurement Policy responses built against the scoring guide, targets, named commitments, reporting mechanisms, not the paragraph of good intentions evaluators mark down on sight.

03

Panel renewal strategy

Where the last evaluation punished you, what the agency's contract data says about you, and how the response repositions you before a word of methodology gets written.

04

Mobilisation & transition plans

Portfolio-specific transition planning, site inductions, data handover, staff arrangements across dozens of sites, written so the evaluator stops worrying about changeover risk.

05

KPI & SLA frameworks

Response times, rectification windows and reporting cadences matched to the agency's actual service standards, not lifted from a commercial contract that never saw a probity adviser.

06

Compliance documentation & bid library

Insurances, certifications, policies and CVs organised into a maintained library, so the next schedule drop costs you days, not the whole tender period.

How these tenders are scored

What government FM evaluators reward, and what they quietly punish

The sections that decide it

  • Service delivery methodology, matched to a government portfolio: security clearances, occupied sites, heritage assets, after-hours access protocols
  • Social procurement, Local Jobs First (VIC) and Aboriginal Procurement Policy responses; up to 20% of the evaluation in government FM
  • Transition & mobilisation, the section that decides whether changing contractors feels safe
  • KPI & performance framework, how you'll be measured, reported and penalised, in your own words
  • Capability & systems, CMMS, work order management, subcontractor controls across a multi-site portfolio
  • Certifications with evidence, ISO 9001 and ISO 45001 backed by the attached plan, audit results and named personnel

Where bids lose points

  • The lazy rebid, last cycle's response with the dates changed, which evaluators recognise inside a page
  • Checkbox social procurement, a commitment statement with no targets, no partners, no reporting, in the section worth up to a fifth of the score
  • A methodology written for an office tower submitted for a portfolio of depots, libraries and community centres
  • ISO certificates cited with nothing attached, no management plan, no audit results, no named quality or safety personnel
  • A generic mobilisation plan that never mentions the agency's sites, systems or incumbent arrangements

Every one of these is fixable before submission. None of them is fixable after.

FAQ

Government FM tender questions, answered straight

How do we win an FM panel renewal?

By refusing to treat it as a formality. Start with what the last evaluation and your contract performance data say about you, fix the weaknesses in writing, and respond to this cycle's criteria, which have almost certainly shifted since the panel was last let, especially on social procurement and reporting. The bidders who lose renewals are the ones who assume the relationship will carry a recycled response. It won't; probity requirements mean the evaluators must score what's on the page.

What is social procurement worth in government FM tenders?

Up to 20% of the evaluation. Local Jobs First in Victoria and the federal Aboriginal Procurement Policy turn social and Indigenous participation into scored, weighted criteria, which means a genuinely constructed plan with targets, named partners and a reporting method can outscore a cheaper competitor's checkbox response. In a tight field, this section decides government FM tenders more often than price does.

Do we need ISO certification to tender for government FM?

Frequently yes for larger panels, ISO 9001 and ISO 45001 appear regularly as mandatory or heavily weighted criteria. But the certificate alone earns little. Evaluators score the evidence behind it: the management plan attached to the response, recent audit results, and the named personnel who run the system. A certified bidder with nothing attached routinely scores below expectations, and a non-certified bidder with a documented, third-party-reviewed system can still compete where certification isn't mandatory.
