How road work is actually bought

Road work in Australia comes through two doors, and they behave differently. The first is the state road authorities, TfNSW in New South Wales, TMR in Queensland, and their equivalents elsewhere, where contractor prequalification is the gate. No prequalification, no invitation, no matter how sharp your rates are. The second is local government, where councils run road maintenance and renewal panels: get appointed once and packages flow to you for the life of the panel, miss the round and you watch competitors resurface your local network for years.

Regional and metro packages are different contests again. Regional panels reward local depots, local crews and plant that's actually nearby; metro packages pull in larger contractors and get decided on methodology detail and traffic management credibility. Contractors who bid both with the same recycled submission lose both for different reasons.

The pattern across all of it: the price gets you compared, the non-price response gets you chosen. Which is where most road contractors are thinnest.

How do we get TfNSW contractor prequalification for road work?

TfNSW prequalification is an evidence exercise: your financial standing, management systems, and completed works have to be documented to the authority's requirements, in their format. Most contractors have the substance and fail on the assembly. We prepare the submission end to end, and do the same for TMR in Queensland and for council panel applications. It's the single highest-leverage piece of bid work a road contractor can do, because it decides which tenders you're allowed to enter at all.

How much of a road maintenance tender score is non-price?

Civil tenders commonly score 30–50% on non-price criteria, and road maintenance panels sit firmly in that territory, methodology, traffic management and WHS carry serious weight. That's the margin a sharper submission wins you without touching your rates, and it's why the cheapest bidder loses road panels every round.
